NRM Summons Kasaana Chair Mwesigye for Allegedly Campaigning Against Party Flag Bearer

The National Resistance Movement (NRM) leadership in Sheema District has launched disciplinary proceedings against Eldard Mwesigye, the party chairperson for Kasaana Sub-county, for allegedly campaigning for an independent candidate in the Sheema South parliamentary race.
In two letters issued by the Sheema District Executive Committee (DEC) and signed by the district NRM chairperson, Richard Muhangi Bigirwa, the party accuses Mwesigye of openly supporting Prof. Elijah Dickens Mushemeza, who is running as an independent after losing the NRM primaries to the incumbent flag bearer, Prof. Ephraim Kamuntu.

Mwesigye is also the LC3 chairperson for Kitagata Sub-county and the NRM flag bearer for the same seat.
Muhangi said the DEC reviewed a video clip allegedly showing Mwesigye attending an event at Prof. Mushemeza's home in Kigaba Village, Kasaana Sub-county, where he reportedly declared his support for the independent candidate. “The conduct of Mr. Mwesigye contravenes Rule 4 Section M and Section O of the NRM Constitution. Such behaviour undermines the cohesion and discipline expected of our leaders,” Muhangi stated in the 31 October 2025 letter.

In a follow-up letter dated 8 December 2025, the district chairperson directed Mwesigye to stop campaigning for an independent candidate or resign from his position.

“You are hereby instructed to desist from this conduct or voluntarily step down from leadership. Continued breach of the constitution attracts dismissal from party structures,” the letter reads.

The DEC has given Mwesigye five days to explain his actions before further disciplinary action is taken.

What NRM Rule 4 Says

Under Rule 4 of the NRM Constitution, party members and leaders are prohibited from:

  • Campaigning for a candidate sponsored by another political organisation or party.
  • Supporting or endorsing an independent candidate against the official NRM flag bearer.
  • Actively campaigning against the party's official candidate.

Violation of these provisions, including Sections M, N, and O, attracts disciplinary action, with dismissal from party leadership being the most severe penalty.

Efforts to obtain a comment from Mwesigye were still futile by press time.
