Shelter Afrique Development Bank (ShafDB) and the African Export-Import Bank (Afreximbank) have signed a groundbreaking Joint Project Preparation Facility (JPPF) Framework Agreement, aimed at unlocking cumulative investments of at least US$1 billion to transform housing, urban development, trade, and investment across Africa. The agreement was signed on the sidelines of the ongoing Fourth Intra-African Trade Fair (IATF 2025) by Mr. Thierno-Habib Hann, Managing Director and CEO of ShafDB, and Ms. Oluranti Doherty, Managing Director for Export Development at Afreximbank.
The JPPF will provide early-stage project preparation financing to accelerate the transition of projects from concept to bankability. Priority sectors include: Building and construction, Housing, Healthcare, Hospitality and tourism, Industrial development, Manufacturing of building materials, Commercial and residential infrastructure and Logistics platforms such as industrial and special economic zones.
In addition to financing, the JPPF will feature a capacity-building programme to strengthen the project preparation skills of ShafDB staff, ensuring the development of impactful, bankable projects.
Ms. Doherty emphasized the significance of the collaboration: “We are thrilled to work with Shelter Afrique Development Bank to accelerate sustainable urban development across Africa. By combining ShafDB’s expertise in housing and urban development with Afreximbank’s experience in project preparation, we are well-positioned to deliver transformative projects that establish economic hubs and promote trade. The JPPF will also act as a catalyst for private sector investment, leading to substantial socio-economic growth.”

Mr. Hann highlighted the strategic importance of the partnership:
“Our sector faces two major challenges: the lack of reliable data and insufficient project preparation. At ShafDB, we have addressed the first through our VIRAL model, a data-driven framework that supports evidence-based decision-making. Today, through this partnership with Afreximbank, we are tackling the second challenge. The JPPF will enable us to move projects from concept to bankability with speed and precision, unlocking over US$1 billion in investments and paving the way for resilient, inclusive, and sustainable cities across Africa.”
Both Afreximbank and ShafDB are members of the Alliance of African Multilateral Financial Institutions (AAMFI), reflecting their shared commitment to collaboration and innovation in driving the continent’s economic growth.
The IATF 2025, which took place from 4–10 September, is projected to have generated trade and investment deals worth over US$44 billion.
