ENTEBBE, Uganda
Two officials attached to Emyooga Savings and Credit Cooperative Organisations (SACCOs) have been arraigned before the Entebbe Chief Magistrate's Court on charges of allegedly stealing more than UGX100 million meant to benefit members under the government's Emyooga programme.
The suspects, Fred Magombe, Chairperson of the Veterans Emyooga SACCO, and Ecrus Zziwa Moses, Secretary of the Welders Emyooga SACCO, were jointly charged following investigations conducted by the State House Anti-Corruption Unit, in collaboration with the Uganda Police Force and the Office of the Director of Public Prosecutions (ODPP).
The court remanded the two accused until July 27, 2026, as investigations continue.
According to investigators, the suspects allegedly mismanaged and diverted over UGX100 million intended to support members of various Emyooga SACCOs in Entebbe Municipality.
Investigations indicate that between 2020 and 2025, the accused, together with others still at large, allegedly diverted and mismanaged funds meant for several Emyooga SACCOs, including the Veterans, Welders, Tailors, and Boda Boda SACCOs, denying beneficiaries access to government seed capital intended to improve their livelihoods.
The investigations followed a presidential directive to the State House Anti-Corruption Unit to probe the alleged mismanagement of more than UGX1 billion disbursed to Emyooga SACCOs in Entebbe Municipality.
The Emyooga Programme is a presidential wealth creation and job generation initiative that provides seed capital to organised enterprise groups and skilled associations to promote household incomes and economic empowerment.
Authorities said investigations are still ongoing, with more arrests expected as detectives pursue other suspects believed to have participated in the alleged mismanagement of the funds.
The State House Anti-Corruption Unit also said it is working closely with Entebbe Police to recover the allegedly misappropriated funds and ensure those responsible are held accountable.
