Ibanda – The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned two men before the Chief Magistrates Court in Ibanda for unlawfully wearing Uganda People's Defence Forces (UPDF) uniforms.
Joseph Mucunguzi, also known as Munde, and Champion Julius were charged under Section 152(1) of the Penal Code Act, which prohibits the unauthorized wearing of military attire. The court heard that the two suspects, along with others still at large, repeatedly donned UPDF uniforms to intimidate residents of Kyembogo Village in Karangara Ward, Bisheshe Division.

According to investigators, the suspects allegedly used the uniforms to forcefully evict residents from a piece of land that is currently under dispute. The land in question is reportedly linked to Mbabazi Vincent, who is accused of illegally acquiring a title to the property.
“The accused used military camouflage as a tool of intimidation, a grave misuse of symbols of state authority to instill fear among residents,” said a source familiar with the investigation.
The accused were remanded to prison until June 11, 2025, as investigations continue and efforts to apprehend the remaining suspects intensify.
The Anti-Corruption Unit reiterated its commitment to holding accountable those who misuse state instruments to perpetrate land fraud and harassment of vulnerable communities.
