The Ministry of Local Government has warned public servants against contesting in the ongoing Local Council (LC) I and LC II elections while still holding public office.
The ministry said teachers, health workers, administrative staff, extension workers and other government employees must first resign from their positions before seeking elective office.
In a statement issued on July 22, 2026, the Minister of Local Government, Balaam Barugahara Ateenyi, said public officers are required to remain politically neutral while serving in government.

Public Officers Must Resign Before Nomination
The ministry reminded public servants, Electoral Commission officials, district election administrators, returning officers and local government leaders that participation in political contests while still in public service violates the principle of political neutrality.

It said contesting for political office involves promoting political agendas or belonging to political parties, which amounts to participation in partisan political activities.

The ministry cited Article 176 of the Constitution, which establishes local governments as units of government, meaning employees serving in local governments are public officers and are bound by public service laws and regulations.

Law Requires 30-Day Notice Before Nomination
The ministry further referred to Section 129(5) of the Local Governments Act, Cap. 138, which requires a public officer wishing to contest for a Local Council office to resign at least 30 days before nomination day.

The requirement also applies to persons employed in government departments, agencies, local governments or bodies in which the government has a controlling interest.

The ministry said the provision is intended to protect the impartiality and professionalism of the public service.

Voters Urged to Participate Peacefully
The ministry urged all public officers to uphold integrity and professionalism while serving the public.
It also said it will work with the Electoral Commission, the Ministry of Public Service, the Public Service Commission, District Service Commissions, Chief Administrative Officers and other stakeholders to ensure compliance with the law.

The ministry called upon eligible voters to participate peacefully in the elections and exercise their constitutional right to choose their leaders.
