Former Rubaga Resident City Commissioner Anderson Herbert Burora was arrested for spreading hate speech against the Speaker of Parliament, Annet Anita Among, using his X platform, Torch Media Africa has learned.
Burora was arrested on Monday at his home in Ntinda, Nakawa Division in Kampala, and taken to Kira Division Police. At around 2:45 pm yesterday, he was transferred to Kampala Central Police Station to record a statement.

Kampala Metropolitan Police Spokesperson Patrick Onyango in his statement said that Burora was arrested on charges of spreading hate speech and malicious information, which is contrary to the Computer Misuse Act as amended in 2022. "He committed these offences using his X account, and at the time of his arrest, his file had been sanctioned by the state. He will be arraigned in court any time from now," Onyango said. He further cautioned people to avoid misusing social media platforms. Cyber harassment attracts a maximum sentence of three years or a fine of sh1.4m.

Security sources indicate that prior to his arrest, Burora had also embarked on a social media campaign, rallying masses to stage a demonstration at Parliament over alleged corruption. On Monday night, when he saw security operatives around his home, he quickly posted on X: "My home has been besieged by unknown men who claim that I should go with them."

Burora was in 2020 appointed Nakawa Division Deputy RDC before he was transferred to Rubaga Division a year later. It should be noted that on March 14, the Secretary to the Office of the President, Hajji Yunusu Kakande, suspended Burora after accusing him of violating the Uganda Public Service Standing Orders. Based on that background, Kakande asked Burora to hand over the office, the Government vehicle, and any other Government property in his possession to Kampala Central DeputyRDCr, Doreen Keita, pending investigations.

Shortly after his complaint, Burora resorted to using his X account to publicly criticize top Government officials, including the Speaker of Parliament, Anita Among. In one of his posts on his X account, Burora boldly stated: "Over my grave will my children see a picture of me kneeling before Speaker Anitah Among. Karma is a bitch. Rt. Dishonorable Atutta Atubba Atumalawo welcome to the mud."

At the time of his arrest, Burora had revived his activism, advocating for human rights, condemning the eviction of people from Lubigi swamp, and fighting against other forms of corruption in the government through posting on his X account. Before he joined the government, Burora was a member of Jobless Brotherhood, a pressure group that used to give security agencies a hard time in the Kampala Central Business District.
