The Auditor General, Edward Akol, has faulted the Pornography Control Committee (PCC) under the Directorate of Ethics and Integrity for failing to produce an annual report detailing its activities for the year 2025.

The concerns are contained in the December 2025 annual audit report presented to Parliament, in which Akol highlights non-compliance with reporting requirements by the Committee.
“I noted that the Pornography Control Committee (PCC) did not produce an annual report to the minister on the performance of their functions within six months after the end of the financial year,” Akol stated in the report.
He further observed that the Directorate of Ethics and Integrity failed to budget for the activities of the Committee, raising concerns about the effectiveness and sustainability of its operations.

The Pornography Control Committee is mandated to coordinate efforts to combat pornography in Uganda, including regulation, public awareness, and enforcement in collaboration with other agencies.
Akol warned that the failure to prepare and submit statutory reports undermines accountability and limits oversight of the Committee’s mandate, while the lack of budgetary provision hampers the execution of its functions.

Parliament is expected to review the audit findings and summon officials from the Directorate of Ethics and Integrity to explain the lapses identified.
