Two men have been remanded to prison after appearing before the Wobulenzi Grade I Magistrate's Court on charges of forgery, uttering a false document, and conspiracy to commit a felony in connection with an alleged fraudulent land title.
The accused, Nkalubo Mulodokayi Ssekakoni and Hassan, were jointly arraigned following investigations conducted by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
The court remanded the two suspects until July 6, 2026, when they are expected to reappear for further proceedings.
According to the prosecution, the suspects, together with others still at large, allegedly conspired between 2022 and 2026 to defraud by forging a certificate of title for land comprised in Bululi Block 239, Plot 23.
The forged certificate was purported to have been issued by the Ministry of Lands, Housing and Urban Development, yet investigations established that it was not an authentic government document.
Prosecution further alleges that the suspects presented the duplicate certificate of title at the Bukalasa Ministry Zonal Office (MZO) in Luwero District, seeking to have the land registered under the Letters of Administration for the estate of the late Yasoni Zawaya.
Court heard that upon receiving the document, officials at the zonal office forwarded it to the data entry clerk, who raised concerns over its authenticity.
The matter was subsequently referred to the Senior Registrar of Titles, who reportedly identified several discrepancies and confirmed that the certificate of title was a forgery.
The suspects were later summoned back to the ministry offices, where they were arrested before being formally charged.
Investigations are ongoing as authorities pursue other suspects believed to have participated in the alleged land fraud scheme.
