BUSHENYI
Bushenyi-Ishaka Municipal Council has started consultations with stakeholders to identify development priorities for the 2027/28 financial year, with emphasis on roads, education, health, agro-industrialisation and service delivery.
The consultations were held at Tuuza Hotel on Wednesday, November 30, 2026, bringing together political leaders, technical officers, civil society organisations, business representatives, development partners and local leaders.
Municipal Senior Planner Derrick Kazooba said the conference was part of the budget preparation process and aimed at agreeing on priority interventions for incorporation into the municipality’s annual work plan and budget.

He said the planning process would consider previous budget performance, service delivery gaps, gender and equity responsiveness, and the development priorities of lower local governments.
Kazooba identified inadequate funding, poor road infrastructure, low tax compliance, limited staffing and waste management challenges among the issues affecting the municipality.
He added that the municipality intended to complete a comprehensive physical development plan to guide future development and improve urban planning.
Mayor Richard Byaruhanga said the municipality would prioritise road infrastructure, education, health, agro-industrialisation and the Parish Development Model (PDM).
He urged lower local government leaders to submit their development priorities in time for consideration in the municipal budget.

Byaruhanga said the government had allocated Shs21 billion to the municipality for road infrastructure development under the Uganda Cities and Municipalities Infrastructure Development (UCMID) programme.
He said the municipality expected additional funding to support other priorities, including street lighting, markets, garbage management and possible development of a sports ground.
The mayor said improved roads would ease the transportation of agricultural produce to markets, while street lighting would improve security and enable businesses to operate for longer hours.
He urged residents and local leaders to cooperate with the planned road works by resolving land-related concerns early to avoid delays.

Byaruhanga also highlighted achievements recorded during the 2025/26 financial year, including the supply of 340 twin desks to 18 schools, construction of pit latrines at three primary schools, installation of a borehole at Kashenyi Health Centre and rehabilitation of a dental chair at Bushenyi Health Centre IV.
Other projects included the installation of an overhead water tank at Nyamiko Health Centre III and the acquisition of land titles for public land.
Meanwhile, the Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI Uganda) donated a laptop and four point-of-sale machines to the municipality to support digital services and local revenue mobilisation.
Nice Musana, SEATINI's Monitoring and Evaluation Manager, said the equipment would help improve revenue collection and data management, particularly for street parking fees.

She said the organisation would also support taxpayer education and capacity-building initiatives to improve tax compliance, accountability and local revenue management.
Musana emphasised the need for local governments to strengthen domestic revenue mobilisation and reduce dependence on external funding.
The budget conference is expected to generate priority interventions from municipal and lower local governments for consideration in the 2027/28 financial year work plan and budget.
