Elly Katsigaire, a parliamentary aspirant for Rwampara Constituency and prominent educationist, has been elected to the Governing Council of Ibanda University. Katsigaire will represent the university’s Board of Directors and has also been appointed Chairperson of the Finance Committee, a key body responsible for overseeing budgeting, financial planning, and resource mobilization for the institution. His tenure on the Governing Council will span four years.

Speaking during the swearing-in ceremony held on Monday, 19th May 2025, at AK Gardens Hotel in Ibanda Town, Katsigaire expressed his gratitude for the appointment and pledged to uphold transparency, accountability, and financial discipline within the university's financial operations.
“Education remains a cornerstone of community transformation. I am honored to serve on the Governing Council and lead the Finance Committee. My focus will be on ensuring financial discipline, accountability, and sustainability,” Katsigaire stated.

University officials welcomed his appointment, praising his vast experience in education and community leadership.
“Katsigaire brings a wealth of experience and integrity. His leadership is expected to significantly shape the university’s financial direction as we pursue long-term development,” said George Zombeire, the University Secretary.
Katsigaire is a respected educationist and entrepreneur, currently serving as Director of several institutions, including Rwampara Vocational Secondary School, Alliance Secondary School, Alliance Vocational School, and Ankole High School. Through his leadership, Ibanda University – Rwampara Campus was established, further underscoring his commitment to advancing education in the region.
His background in managing educational institutions positions him as a strong advocate for quality and sustainable education within the university system.
The newly constituted Ibanda University Governing Council is chaired by Dr. Clementia Mureembe, with other notable members including Gen. (Rtd) Kale Kayihura and Hon. Jovrine Kaliisa Kyomukama, the National Deputy Coordinator of the Parish Development Model (PDM).
The new Governing Council is expected to steer the university through its next strategic phase, with a strong focus on academic excellence, financial stability, and community engagement.
