Businessman Muhandiki Andrew was today arraigned before the Buganda Road Chief Magistrate’s Court on charges of theft, following a joint investigation by the State House Anti-Corruption Unit (SH-ACU), the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).
Presiding Chief Magistrate remanded Muhandiki until January 14, 2026, when his bail application will be heard.
The prosecution alleges that in May 2025, in Kampala, Muhandiki conspired with others still at large to fraudulently withdraw UGX 815,000,000 from the accounts of the Uganda Liberal Teachers Savings and Credit Cooperative Society (SACCO).
According to court documents, the accused entered into a fabricated service agreement with former leaders of the SACCO—who are also his alleged accomplices—purporting to develop approximately 500 acres of land in Kyangwali. The land, allegedly purchased by the same SACCO officials for UGX 2.75 billion, was later discovered to be non-existent.

This case is part of a wider investigation into the misappropriation of more than UGX 3.6 billion, itself a portion of UGX 20 billion granted by H.E. the President to teachers’ SACCOs for member welfare improvement.
Muhandiki now joins the SACCO’s former chairperson, secretary, and several others who were earlier charged in connection with the scandal.
The State House Anti-Corruption Unit, in a statement posted on social media platform X, reaffirmed its commitment to “pursuing all individuals involved in the theft of public and member funds, regardless of their position or influence.”
The Uganda Liberal Teachers SACCO scandal has drawn significant public attention, highlighting vulnerabilities within cooperative governance and sparking calls for stronger oversight of SACCOs nationwide.
Investigations into the missing funds are ongoing, with authorities pursuing additional suspects still at large.
