Prof. William Bazeyo has been officially installed as the Chancellor of Valley University of Science and Technology (VUST), succeeding the late Dr. James Garuga, whose passing last year left a leadership gap at the institution.
The installation took place during the university’s 6th graduation ceremony held on Friday, January 9, 2026, at the university grounds in Bwatogo Ward, Bushenyi–Ishaka Municipality.

The event also marked the awarding of a university charter, officially recognising VUST as a fully fledged higher education institution with academic credibility and compliance with national standards. The ceremony attracted government officials, education stakeholders, parents, well-wishers, and representatives from international universities, who gathered to witness the graduation and the installation of Prof. Bazeyo.
A total of 717 students graduated, including 435 females and 282 males, reflecting strong female participation across science, technology, business, agriculture, and education disciplines.

Vice Chancellor Dr. Enos Rwasheema described the charter as a turning point for the university, enhancing its ability to attract quality staff, expand academic programmes, and strengthen research and innovation.
“It is with great humility that we receive this charter. It is a testament to the vision of our founders, the dedication of our lecturers, and the perseverance of our students,” Dr. Rwasheema said.

He also paid tribute to the late Dr. Garuga, describing him as a visionary leader who laid a strong foundation for the institution.

The installation of Prof. Bazeyo was presided over by the Deputy Speaker of Parliament, Thomas Tayebwa. In his installation speech, Prof. Bazeyo thanked stakeholders and outlined his vision for the university.
“I am honoured to serve as the Chancellor of Valley University of Science and Technology. Let your achievements reflect the values of VUST wherever you go. Be model citizens, innovators, and leaders in your communities,” he said.

Deputy Speaker as Guest of Honour
Officiating as Guest of Honour, Deputy Speaker of Parliament Thomas Tayebwa urged graduands to embrace innovation and technology to address national challenges, particularly youth unemployment.
“Too many young people are graduating without clear pathways to employment. We must shift from seeking jobs to creating jobs,” Tayebwa said.
He assured the graduands that the government will soon provide start-up loans to enable graduates to become job creators rather than job seekers.

Tayebwa also commended parents for investing in education, describing it as “the most meaningful and lasting investment one can give to a child,” and urged graduates to safeguard the gains in Uganda’s education sector, including participating in upcoming elections.

Emphasis on Science and Technology
Various speakers underscored the importance of science, agriculture, technology, business, and education as key drivers of socio-economic transformation.
Sir Richard Kaijuka, Chairperson of the Board of Trustees, encouraged graduands to apply their knowledge to solving real-world challenges.
“Knowledge without application is incomplete. Continue engaging in research and technological adaptation to address local and national problems,” Kaijuka said.
Prof. William Kyamuhangire, Chairperson of the University Council, urged students to embrace Artificial Intelligence (AI) and other emerging technologies to remain globally competitive.

Uganda’s Ambassador to India, Prof. Joyce Kikafunda, pledged to strengthen collaborations between VUST and Indian universities to advance AI research.
“India, once among the poorest countries, is now one of the world’s leading economies due to its embrace of innovation and technology, including AI. We are committed to collaborating with institutions like VUST to equip Uganda’s youth with 21st-century skills,” Prof. Kikafunda said.

During the ceremony, parents, relatives, and well-wishers cheered as graduands received their diplomas and degrees, marking the culmination of years of study, discipline, and resilience.

In his closing remarks, Prof. Bazeyo reminded graduates that education is a lifelong journey.
“Graduation is not the end of learning, but the beginning of greater responsibility. Use your skills and knowledge to transform communities, industries, and the nation,” he said.
William Mukaira, the founder of Valley University of Science and Technology, urged graduates to uphold the institution’s values and serve as proud ambassadors of the university in their communities and professional careers.
