Koboko – Two officials have been arraigned before the Koboko Chief Magistrate’s Court for allegedly extorting money from beneficiaries of the government’s flagship Parish Development Model (PDM) program.
The suspects — Driciru Caroline, the Community Development Officer, and Ayite Sebbi Zaituni, Chairperson of the Degiba PDM SACCO — are facing charges of Demanding Money with Menaces, according to a joint statement by the Anti-Corruption Unit of State House, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

Prosecution alleges that between 2023 and June 2025, the duo conspired with others still at large to extort money from beneficiaries of PDM funds in Degiba Parish, Midia Sub-county, Koboko District. Victims were reportedly coerced into paying bribes to access funds meant to support income-generating activities at the parish level.

According to investigators, the accused used their positions within the SACCO and community development structures to exploit desperate beneficiaries, undermining the government's efforts to uplift rural livelihoods through the PDM initiative.

The two were charged in court and the case has been adjourned to allow for further investigations. More suspects are expected to be arrested as inquiries continue.

The PDM program, launched by the Ugandan government in 2022, aims to transition millions of households from subsistence to market-oriented production by channeling resources directly to the parish level. However, incidents of corruption and mismanagement continue to threaten its successful implementation.

Authorities have reiterated their commitment to rooting out corruption in the implementation of government programs and called on the public to report any irregularities involving public funds.
