Traders in downtown Kampala who recently lost their merchandise in heavy floods are stranded after both the government and Kampala Capital City Authority (KCCA) introduced stringent requirements for those shortlisted to receive disaster compensation.
According to reports, affected traders are now required to present proof of income tax payments made to the Uganda Revenue Authority (URA), a valid Tax Identification Number (TIN), and receipts showing their stock purchases and sales. The development follows concerns that many traders—including those operating from verandahs of arcades—claimed losses of over UGX 50 million each, despite allegedly never having operated businesses of such capital levels. Authorities are also demanding proof of valid KCCA trading licences.
The new conditions have sparked frustration among many traders who say they lack the required documentation, especially TIN numbers, income tax records, and trading licences.
“I lost all my goods, but I have no TIN or licence. Does that mean I do not deserve help?” one affected trader lamented.
The verification process is expected to significantly reduce the number of beneficiaries, leaving many traders uncertain about whether they will receive the much-needed relief.
KCCA has not yet issued a formal statement on whether the requirements will be revised to accommodate informal traders, who make up a large portion of the downtown business community.
