KAMPALA
Government has introduced an online recruitment system for district and city local governments in a move aimed at curbing corruption, improving transparency, and making public service recruitment more efficient.
The new e-recruitment platform will enable applicants to submit job applications electronically and receive updates on the recruitment process online, reducing physical interaction with recruitment officials.
Digital Recruitment to Replace Paper Applications
According to the Ministry of Public Service, job seekers will be able to upload their academic and professional documents through the digital platform, while recruitment authorities will conduct shortlisting electronically.
Officials say the system will standardise recruitment procedures across districts and cities, reduce delays, and promote fairness in the recruitment of public servants.
Technology to Strengthen Transparency
Government says the reform is intended to address long-standing concerns over irregularities in district recruitment, where direct interaction between applicants and District Service Commission officials has often been associated with bribery, favouritism, and the mishandling of application documents.
The online system is expected to create a transparent audit trail and ensure that recruitment decisions are based on merit.
For years, Parliament, oversight institutions, and anti-corruption agencies have raised concerns over allegations that some job seekers paid bribes to secure positions in the public service.
Government Pledges Fair Recruitment
Speaking on the reform, the Minister of Local Government, Balam Barugahara, said the government remains committed to delivering a transparent and accountable public service.
"We are committed to delivering a transparent, efficient, and corruption-free recruitment system for local governments. Working together with the Ministry of Public Service and the Head of Public Service, we pledge to ensure that this digital transition improves service delivery and guarantees fairness for all Ugandans seeking public employment," Balam said.
Part of Uganda's Digital Transformation
According to Balam, the initiative forms part of the government's broader efforts to modernise public administration, reduce the costs associated with paper-based recruitment systems, and strengthen accountability.
The Ministry of Public Service said the rollout will be implemented gradually across local governments before the platform becomes the standard system for recruitment in all district and city local governments.
