The Inspectorate of Government (IG) has directed Mr. Habib Hussein, a former Clinical Officer attached to Bombo Health Centre III in Luwero District, to refund UGX 81,258,356 that he irregularly received in salary payments.
According to a statement issued by the IG’s office on Tuesday, the directive follows thorough investigations by the IG Mukono Regional Office, which found Mr. Hussein guilty of the irregularity. During the probe, Mr. Hussein expressed willingness to refund the full amount.
“Mr. Hussein is required to deposit the money into the IG Assets Recovery Account held at the Bank of Uganda. His acceptance to refund the money affirms the IG’s unwavering commitment to thoroughly investigate corruption cases and ensure accountability for public resources,” the statement read.

Investigations revealed that Mr. Hussein was appointed on probation by the Luwero District Service Commission (DSC) as a Clinical Officer in June 2006 and confirmed in service in November 2008. He was later transferred to Nyimbwa Health Centre IV and then to Bombo Health Centre III. However, he abandoned his duties on several occasions.

In August 2010, he accepted a full-time position with AIDS Healthcare Foundation-Uganda Cares (an NGO) as a Clinical Officer based in Masaka. Despite this, he did not resign from his government post at Bombo Health Centre III and continued receiving his salary from Luwero District until January 2020, when he formally resigned.
Mr. Hussein focused on his NGO role in Masaka and failed to fulfill his obligations to Luwero District during this period. The Inspectorate determined that his actions contravened Section F(e), Paragraph 1 of the Uganda Public Service Standing Orders (2010), which were in force at the time.

In total, Mr. Hussein irregularly received UGX 81,258,356 in salary from Luwero District between August 2010 and January 2020 while employed full-time by the NGO.
This case underscores the Inspectorate’s ongoing efforts to recover misappropriated public funds and promote integrity in public service. The IG continues to monitor compliance and recover assets where irregularities are confirmed.
