Ibanda University has officially inaugurated a new Governing Council, bringing on board distinguished individuals to lead the institution’s strategic direction for the next four years. Among the notable appointments is Gen. (Rtd) Kale Kayihura, the former Inspector General of Police (IGP), who will serve as Chairperson of the Council’s Planning and Development Committee.
The inauguration ceremony took place on Monday, May 19, 2025, at AK Gardens Hotel in Ibanda Town, according to a press statement released by the university’s Public Relations Officer, Mr. Lawrence Mucunguzi.

Gen. Kayihura’s appointment is seen as a strategic move, given his extensive background in national leadership, security, and strategic planning. As Chair of the Planning and Development Committee, he will be instrumental in guiding key initiatives related to infrastructure development, innovation hubs, and the introduction of future academic programs aimed at expanding the university's reach and impact.
The newly elected Governing Council is chaired by Dr. Clementia Mureembe, who was re-elected for another term in recognition of her exceptional service and leadership during the previous tenure.

Kayihura’s recognition by Ibanda University
Gen. Kayihura’s association with the university dates back to December 2024 when he was invited as the guest speaker at the university’s graduation ceremony. In his address, he expressed deep appreciation for being given the platform to speak to graduates for the first time since his retirement.
"I’m humbled to make my first appearance as a guest speaker at none other than Ibanda University," Kayihura remarked at the time. However, he also voiced disappointment that other institutions—where he often intervened during student protests during his tenure as IGP—had never invited him to participate in their official functions. "They are always on my mind because of the many challenges that required my attention. I wonder why their leaders have forgotten me," he said.

He used the occasion to encourage graduates to make the most of Uganda’s prevailing peace to improve their lives and contribute to community development. Kayihura also praised Ibanda University for being a rural-based institution that empowers students to explore agribusiness and agro-industrial ventures.
